There are many disparate systems that comprise an HMIS (clinical, management, strategic decision support, eHealth applications, etc.). In this response I will discuss three technology-based issues that might arise within the clinical system.

Interoperability.

The first issue is that of interoperability. The two systems need to be able to communicate with each other and understand what information they have in common. If a patient has diabetes and also hypertension, for example, the two systems should be able to recognize this relationship so that they can share any relevant data with one another. This is one way to ensure that all relevant information is available when it needs to be accessed by clinicians on either side of the system divide.

Data security.

Another issue is data security—particularly when it comes to sensitive personal information like medical history or insurance coverage. It would be important for developers to ensure that data in their system was encrypted and secure from hackers or other malicious actors who could try to access it illegally.

Finally, there are issues related specifically to privacy laws regarding personal health information (PHI). Developers need to consider how their software will interact with existing privacy laws so as not to run afoul of them inadvertently during normal operations or when responding
